Le Under the Radar Festival est un festival de théâtre à New York , fondé en 2005 par Mark Russell , ancien directeur artistique du PS 122 pendant plus de vingt ans et également directeur artistique invité du Portland Institute for Contemporary Art 's Time-Based Art Festival de 2006-2008.
